The world is entering a decisive era—defined by the urgency of climate action and the imperatives of energy security and energy democratisation. For decades, oil and gas have been the backbone of global prosperity, enabling trade, industry, and innovation. Yet today, the sector finds itself under mounting pressure to abandon hydrocarbons while still carrying the responsibility of securing reliable, affordable energy for billions.
Much of the industry has responded with a reactive pivot, rushing into renewable startups, creating green divisions without scale, and experimenting with projects that offer visibility but little viability. Meanwhile, the expectation that underprepared startups could bear the responsibility of securing global energy has proven unrealistic. They lack the capital, infrastructure, and logistics expertise required to operate at scale. The result is fragmentation, instability, and a weakening of energy security.

The first phase referred as Accessibility Phase, begins with offshore storage and the introduction of Dynamic Offshore Modular Refineries (DOMRs), regasification units, and modular offshore storage systems. Together, these facilities enable the sector to relocate refining and LNG handling capacity offshore, reduce environmental pressures onshore, and strengthen supply chains. More importantly, their modular and relocatable design allows deployment across every region—bringing critical infrastructure to areas historically excluded from direct access to refining, storage, and regasification capacity. This ensures that the benefits of secure, affordable energy are not confined to advanced economies but extend to emerging markets and underserved regions.
The second phase advances to hybrid offshore platforms, where conventional refining and storage coexist with early-stage hydrogen production. This hybrid model ensures continuity while gradually integrating new fuels, providing stability for economies, societies, and balance sheets.
The third and final phase completes the transformation, with platforms evolving into dedicated clean energy hubs capable of producing hydrogen, ammonia, methanol, and synthetic fuels at industrial scale.
Central to this vision is the TBP ASMOFP™—Adaptable Standardised Modular Offshore Platform. ASMOFP™ is not a one-off asset for each stage but a progressively evolving platform. The same infrastructure deployed in Phase I can be adapted and upgraded through Phase II and Phase III, avoiding the burden of repeated reinvestment.
